Prop 40: Increase the voting period

Currently, governance participants have 1 day to vote on a successfully published proposal. This had both its benefits and drawbacks. On the one hand, new important updates could go live on-chain faster, ensuring a faster GTM (go-to-market) strategy. On the other hand, some community members expressed that the voting period was rather short as not every NLS staker would be able to see the proposal and react quick enough by casting their vote. By voting YES to this proposal, you agree to increase the voting period on the Nolus Pirin mainnet from 1 to 3 days. All other governance parameters remain the same.
