This proposal aims to introduce two important improvements to the XPLA network:

  1. Spam Prevention: Increase the deposit for regular proposals to deter indiscriminate proposal submissions
  2. Expedited Governance: Introduce an expedited proposal mechanism that enables faster decision-making for urgent network upgrades or critical security patches

Current System Limitations

The current XPLA network governance system faces the following issues:

Spamming Issues

  1. Low Entry Barrier: Relatively low deposits enable the possibility of indiscriminate proposal submissions
  2. Governance Fatigue: Low-quality or duplicate proposals reduce community motivation to participate in governance
  3. Resource Waste: Community time and effort spent reviewing unnecessary proposals

Lack of Urgency Response

The current lengthy processing time for general governance proposals can be problematic in the following situations:

  1. Emergency Security Patches: When critical security vulnerabilities are discovered and require immediate fixes
  2. Critical Infrastructure Upgrades: Upgrades that directly affect network stability
  3. External Chain Compatibility: Responding to hard forks or upgrades of other interoperable blockchains
  4. Time-Sensitive Parameter Adjustments: When rapid parameter changes are needed based on network conditions

Proposal Details

Parameter Settings

We propose introducing the spam prevention and expedited proposal mechanisms with the following parameters:

  • Regular Proposal Deposit: 1,000 XPLA
  • Expedited Proposal Deposit: 2,000 XPLA
  • Expedited Proposal Approval Threshold: 66.7%
  • Expedited Proposal Voting Period: 3 days
  • Regular Proposal Voting Period: 7 days (no change)
  • Quorum (Minimum Participation Rate): 40%
  • Minimum Initial Deposit Ratio: 10%
