Prop 970: Revive expired IBC client for Bluzelle

Substitute IBC light client for Bluzelle to resume cross-chain transfers between Bluzelle and Osmosis.

Bluzelle just upgrade to cosmos-sdk v0.47 and IBC v7 allowing them to re-activate the IBC channel.
