Prop 9: Recover IBC light client for Allora-Cosmoshub (07-tendermint-02)

This proposal replaces the state on client 07-tendermint-02 with the state of client 07-tendermint-03 and thereby unfreezes the 07-tendermint-02 client and the allora-cosmoshub IBC channel.
