Prop 986: Monthly OSMO Taker Fee Burn: September 2025

This proposal actions the OSMO burn from taker fee collections from September 2nd, 2025 - October 2nd, 2025 as specified in Proposal 903 by sending the accumulated OSMO from the temporary Community Pool storage to the Null burn address.
