Prop 31: IBC Client Recovery: Restore Arkeo Client for the Osmosis Connection

This proposal restores the expired IBC client (07-tendermint-1) for the Arkeo ↔ Osmosis connection by substituting it with the active client (07-tendermint-12). Once executed, this will reactivate the original Arkeo–Osmosis IBC channel without requiring new channel creation or token migration.
