Prop 989: Recover expired IBC client for channel-95 to Bostrom

Follow up to prop failed 987, with correct substitute client 07-tendermint-3614. Revive channel-95 to bostrom by replacing expired 07-tendermint-1597 client state to the state of 07-tendermint-3614. This will restore channel-95 functionality.
