Prop 106: [Proposal] Empowering the Community: Launching the CONX DAO Forum

1. Abstract

CONX is driving a governance transition that advances the ecosystem’s operational focus toward the community as part of its rebranding. This proposal represents the first step in that transition: it introduces a community-optimized governance model centered on the CONX DAO Forum and establishes the foundation for transparent decision-making and a sustainable ecosystem led by token holders and the broader community.

2. Proposal Details: Integrated Structure and Operating Model Centered on the CONX DAO Forum

This proposal presents the system design and operating plan to establish CONX governance as a community-led structure through the DAO Forum.

2-1. Transition to a Community-Led Decision-Making Structure

  • CONX governance will move away from the existing foundation- optimized decision-making structure and transition to a model where the community makes decisions on major agenda items through Proposal → Discussion → Voting. 
  • As a principle, major resolutions will be finalized through on-chain governance, following public discussions on the DAO Forum.

2-2. Launch of the CONX DAO Forum

The CONX DAO Forum will serve as the official channel that encompasses the entire governance process and as a hub where major discussions and all related records are accumulated.

  • Key Roles and Functions of the DAO Forum
    • A space for community feedback and proposal discussions
    • Management of on-chain governance proposals and voting
    • Creation and operation of subsidiary specialized organizations (SubsDAO)
    • Management of core development records and technical standards (XCL)

  • Initial Operating Partner for the DAO Forum: ZenaAD
    • Objective
      To ensure the stable establishment and operation of the DAO Forum, ZenaAD, a top-tier validator and key contributor to the CONX ecosystem, will be designated as the initial operating partner.
    • Primary Roles of the Operating Partner
      • Maintenance of DAO and CONX infrastructure services
      • Operation of the CONX DAO Validator
  • Establishment of CONX DAO Validator
    • Objective
      To sustainably secure the funds required for operating the DAO Forum and the mainnet core, the CONX DAO Validator will be established.
    • Operating Structure
      • The CONX DAO Validator will be newly established.
      • A portion of the Ecosystem supply will be moved and staked to this validator.
      • The rewards generated from this node will be used for:
        • DAO Forum operating expenses
        • Mainnet core and essential infrastructure maintenance costs
        • Essential governance-related operating costs
    • Principle
      • The original staked amount will remain locked and will not be circulated in the market.
      • Should DAO operations be terminated or fundamentally restructured in the future, the original staked amount will be transferred to the Community Pool.

3. Expected Effects

This reorganization will transform CONX into a more community- optimized system and is expected to bring about the following positive changes:

  • Reinforcement of Community- optimized Authority
    • By transitioning to a community-led decision-making structure, CONX secures the legitimacy of project decisions and builds community trust as a core asset.
  • Ensuring Transparency
    • By recording all discussion and execution processes on the DAO Forum and on-chain, CONX implements a traceable and transparent governance standard.
  • Stable and Sustainable Financial Structure
    • By securing the operating costs of the DAO and mainnet core infrastructure solely through staking rewards, CONX establishes a sustainable operational foundation that does not increase market circulating supply.
  • Strengthening Operational Accountability and Establishing the Foundation for Ecosystem Expansion 
    • Through the SubsDAO structure, the activities of the operating entities are transparently recorded on the blockchain, which systematically guarantees accountability and enhances credibility. This structure also enables various external specialized organizations to participate in the CONX ecosystem as SubsDAO, laying a solid foundation for expanding the CONX project ecosystem.
