Prop 320: Execute Fund Allocation for Oraichain Quant Terminal

Following the approval of Proposal #319, this proposal is submitted to execute the approved fund allocation from the Oraichain DAO Treasury.

A total of 1,500,000 ORAI will be allocated for Oraichain Quant Terminal, including: 1,000,000 ORAI for token conversion 500,000 ORAI for community incentives and marketing campaigns (2-year vesting)
