Prop 323: Execute Burn of 500,000 ORAI

Following the approval of Proposal #319 (https://scanium.io/Oraichain/gov/319), this proposal is submitted to execute the next step of the approved tokenomics by burning 500,000 ORAI as part of the total 1,000,000 ORAI burn plan

A total of 500,000 ORAI has been deposited into this proposal. Under Oraichain governance rules, this deposit is burned only if the proposal passes with "No With Veto".

Voting "No With Veto" on this proposal executes the 500,000 ORAI burn.
