Prop 626: Institutional Permissions Module Upgrade

This proposal seeks to upgrade core parameters of the Injective Permissions Module, enabling institutional participants to issue stablecoin assets on Injective with optimizations designed to accelerate the growth of the onchain payments ecosystem.
