Prop 1008: Recover expired IBC client for Dyson Protocol (07-tendermint-2407)

The IBC client 07-tendermint-2407 tracking dyson-mainnet-01 has expired (last update Feb 12, 2026). This proposal replaces it with substitute client 07-tendermint-3677 to restore IBC connectivity between Osmosis and Dyson Protocol via connection-1895 and transfer channels channel-526 and channel-770.
