Replace expired light client 07-tendermint-1923 (tracking mantle-1) with substitute 07-tendermint-3679, restoring the mantle-1 ↔ osmosis-1 IBC bridge without requiring a new channel. Preserves channel-232 and pool #690's canonical MNTL IBC denom (ibc/CBA34207E969623D95D057D9B11B0C8B32B89A71F170577D982FDDE623813FFC).
Context: AssetMantle's IBC relayer went offline in Q1 2026. This client last updated 2026-02-12; trusting period is 14 days, so it has been Expired ~66 days. A companion proposal has been filed on mantle-1 to recover its mirror-side client (07-tendermint-0). Both proposals must pass for the bridge to recover.

Implementation: MsgRecoverClient is a gov-only message (authority = x/gov module). Execution overwrites 07-tendermint-1923's state with a copy of 07-tendermint-3679's current consensus state; the client ID and all bound connections/channels/denoms remain unchanged. Substitute 07-tendermint-3679 was created in tx F4DE1AA9B6633E08FD58107FFB40D6ED748546A5CB7B8930C836B21266FAE3C3 (height 59,860,752) and is Active.
Why Osmosis validators should vote YES: (a) restores existing pool #690 liquidity (~3.27M MNTL + 3.69K OSMO) without requiring migration, (b) no negative externalities — client recovery is a standard, well-understood gov action, (c) signals Osmosis's continued role as the canonical DEX for Cosmos-native assets even for smaller chains in recovery, (d) tiny deposit and zero ongoing cost.
