Prop 347: Governance Fee Update

Following the earlier adjustment that set the proposal deposit at 25k STARS, STARS price action now warrants another revisit of governance deposit parameters.

Taking current token price into account, in order to keep deposits significant enough to deter spam and scam proposals, the Stargaze team would like to propose the following:

• Set the min_deposit to 500,000 STARS, with a minimum initial deposit of 100,000 STARS (20%).
• Set the expedited_min_deposit to 1,000,000 STARS, with a minimum initial deposit of 200,000 STARS (20%).

As a reminder, only proposals with the full deposit can be seen and voted on, but anyone can contribute to meet the full deposit after the minimum initial deposit is made.

By voting YES, you agree to set the proposal deposit to 500,000 STARS (100,000 STARS minimum initial) and the expedited proposal deposit to 1,000,000 STARS (200,000 STARS minimum initial). By voting NO, you don't agree with these values, keeping the current parameters in place. By voting NO WITH VETO, you believe this proposal is malicious and there should be a penalty to the current proposer. By ABSTAINING, you formally decline to vote either for or against the proposal but accept the outcome.
