Prop 383: dYdX Surge Program - Season 13 Distribution

We are seeking community approval to authorise the transfer of $50,000 (333,333.27 DYDX) from the Community Treasury to be distributed to Season 13 Surge Program participants for the Liquidation Rebate Program (333,333.27 DYDX based on 7-day TWAP of $0.15), allocated proportionally to the top 100 eligible addresses with the largest realized liquidation losses.
