Prop 1013: Recover IBC light client for EVMOS Network

This proposal updates the expired IBC light client 07-tendermint-1840 for the Evmos chain (evmos_9001-2) with the state of the substitute client 07-tendermint-3688.

As the lead validator for EVMOS (Disperze), we are taking action to restore the IBC connection with Osmosis. This step is necessary to enable users to withdraw funds currently frozen in the IBC channel.
