Prop 651: Whitelist PredictINJ Developer Wallet for CosmWasm Uploads

This proposal requests adding the PredictINJ developer wallet (inj103z48ze20zszgwzkpmt22e45zr0j5c72krkcp8) to the CosmWasm code upload whitelist on Injective mainnet.

PredictINJ is a binary prediction market dApp built natively on Injective, allowing users to predict INJ price direction across timed rounds. The contract is written in CosmWasm (Rust), fully audited on testnet, and ready for mainnet deployment.

Whitelisting this address allows the development team to:

  • Deploy the initial contract
  • Ship bug fixes and feature updates directly without requiring separate governance proposals for each upload
  • Iterate rapidly in response to community feedback

This mirrors the approach used by HyperNinja (proposal #552) and Kakeru Protocol (proposal #453). All contract code will continue to be open source and verifiable on-chain.
