Prop 1023: Recover Quicksilver IBC Client

Recover the expired Quicksilver IBC client using a freshly created substitute client, preserving existing connections and channels. The previous proposal passed, but failed to apply due to a mismatch in max_clock_drift parameter. This has been correcly set to 20s in the new client 07-tendermint-3726.
