Why now

Proposals 22-39 record 662 ION of legacy deposits against 9 ION of normally retained base. Their ordinary close/execute window begins 2026-07-17 11:09:01 UTC. The patch must execute first to quarantine those claims.

Effect and limits

The patch fixes future deposit accounting and blocks claims for proposals created before or in the migration block. It does not distribute ION or OSMO, move the DAO treasury, assign an admin, or alter the ION staking contract.
