Prop 391: dYdX Treasury SubDAO Director Change

Proposal to replace one dYdX Treasury SubDAO Foundation Class A Director. In light of the role change of one of the existing community signers/directors, we would like to get dYdX community approval to replace him with a new community member as signer and Class A Director. Following a successful text proposal, the Director will be replaced in both legal and operational capacity as signer.
