Prop 335: Upload pyth-vaa contract code (pyth upgrade phase 1a)

By voting YES on this proposal, you approve the following changes:

Uploads the pyth-vaa CosmWasm contract byte code to the chain and assigns it a new code ID. The updated contract is to address Pyth Core migration away from wormhole guardians towards Pyth Pro router signatures.

This proposal ONLY uploads byte code to the chain and assigns it a new code ID. Instantiate permission is set to 'Nobody', meaning the stored code can only be instantiated by a subsequent governance proposal. The contract instantiation will follow in separate proposal.
