Prop 337: Instantiate pyth-vaa contract (Pyth upgrade phase 2a)

By voting YES on this proposal, you approve the following changes:

Instantiates the pyth-vaa router-verifier contract from the previously stored code ID. This contract verifies Pyth price VAAs against the production router set (3-of-5 quorum) and is a dependency of the pyth-pro price contract.
