Prop 339: Register pyth-pro as oracle price-feed source (Pyth upgrade phase 3)

By voting YES on this proposal, you approve the following changes:

Registers the newly instantiated pyth-pro contract as an authorized oracle price-feed source, alongside the existing legacy source. All other oracle parameters remain unchanged from their current on-chain values. Both sources operate in parallel during the transition, so there is no interruption to the BME price feed.
