Prop 346: Pin Contract Codes (Solana Metis USDC)

Summary

As noted in the prior pinning proposal for v0.9.0, contracts stored on-chain remain unpinned by default, requiring on-chain storage lookups on every execution. Pinning keeps a contract's code in memory instead, reducing gas costs for every transaction that touches it.

This proposal pins the 7 contract codes just stored for the new Solana Metis USDC protocol: Leaser (914), Lease (915), LPP (916), Oracle (917), Profit (918), Reserve (919), and the Remote Lease controller (920). These are the codes deployed and registered as the SOLANA-METIS-USDC protocol on the Nolus Pirin mainnet.
