Prop 1041: Recover IBC client 07-tendermint-1726 for Desmos transfer channel

Recover the expired Osmosis IBC client 07-tendermint-1726 using active substitute 07-tendermint-3748. This preserves the open transfer/channel-135 connection to Desmos transfer/channel-2.
