Prop 365: Register Price Feeders (Solana Metis CB_BTC Oracle)

Summary

Each Nolus protocol has its own Oracle contract that accepts price observations only from feeder addresses registered by governance. The newly deployed Solana Metis CB_BTC protocol (SOLANA-METIS-CB_BTC) needs its feeders whitelisted before its Oracle can publish a CB_BTC/USDC price and the market can open.
