Prop 366: Add the Solana Metis CB_BTC Remote Lease Controller to the Relayer Allowlist

Summary

Solana-side IBC traffic on Nolus is restricted to an allowlist of relayer addresses held in the IBC client parameters. A protocol's Remote Lease controller contract must be on that list so it can open its channel to the Solana remote-lease program and relay the lease lifecycle messages.

This proposal adds the Remote Lease controller of the new Solana Metis CB_BTC protocol, nolus1ywutvh8g6l0tglquyzwan8dn44u0e66psqyrdc8qur2xhw44vatsvmggtd, as the sixth entry of solana_allowed_relayers. The existing five entries (three relayer operators and the Solana Metis USDC and SOL controllers) and the allowed_clients list are restated unchanged.
