Prop 1045: Recover IBC light client for XRPL EVM (07-tendermint-3499)

This proposal updates the expired IBC light client 07-tendermint-3499 for counterparty chain xrplevm_1440000-1 with the state of the substitute client 07-tendermint-3752. This revives transfer/channel-104325 to XRPL EVM transfer/channel-3, which holds ~4,440 XRP in escrow.

Proposal 1011 recovered this client in April, but it expired again on 2026-05-16 within its 16-hour trusting period. XRPL EVM's upcoming v11.1 upgrade raises the chain's unbonding period from 1 to 7 days, giving future clients on this route a considerably wider margin.

The substitute matches the subject on every parameter checked by CheckSubstituteAndUpdateState and has a later latest height.
