Prop 368: Register Price Feeders (Solana Metis WETH Oracle)

Summary

Each Nolus protocol has its own Oracle contract that accepts price observations only from feeder addresses registered by governance. The newly deployed Solana Metis WETH protocol (SOLANA-METIS-WETH) needs its feeders whitelisted before its Oracle can publish a WETH/USDC price and the market can open.
