Prop 369: Add the Solana Metis WETH Remote Lease Controller to the Relayer Allowlist

Summary

Solana-side IBC traffic on Nolus is restricted to an allowlist of relayer addresses held in the IBC client parameters. A protocol's Remote Lease controller contract must be on that list so it can open its channel to the Solana remote-lease program and relay the lease lifecycle messages.

This proposal adds the Remote Lease controller of the new Solana Metis WETH protocol, nolus1klwfftt4v0pq07662us7vqjpkdm25pmu6jgaqx3g4k09zph9c6zsrmp5pp, as the seventh entry of solana_allowed_relayers. The existing six entries (three relayer operators and the Solana Metis USDC, SOL and CB_BTC controllers) and the allowed_clients list are restated unchanged.
