Prop 370: Pin Contract Codes (v0.9.1 - Solana Metis SOL, CB_BTC, WETH with NLS pricing)

Summary

Contracts stored on-chain remain unpinned by default, requiring on-chain storage lookups on every execution. Pinning keeps a contract's code in memory instead, reducing gas costs for every transaction that touches it.

This proposal pins the 21 contract codes just stored for the rebuilt SOLANA-METIS-SOL (956–962), SOLANA-METIS-CB_BTC (963–969) and SOLANA-METIS-WETH (970–976) protocols on the Nolus Pirin mainnet. The rebuild adds the USDC/NLS pair to each protocol's compiled swap-pair table so their Oracles can price NLS (nolus-protocol/nolus-networks PR #167); the smart-contract release stays v0.9.1. These codes are the target of the accompanying migration proposal.
