Prop 82: Community pool spend — controls validation (C2-27)

Live validation of Regen community-pool (x/protocolpool) spend controls, audit finding C2-27. This proposal transfers the current spendable community-pool balance to the proposer address for control validation. The deposit is refundable (burned only on veto); execution is fully transparent and on-chain.
