Prop 382: Community Pool: migrate Noble USDC before Noble deprecation

Noble is winding down and Noble USDC (uusdc over IBC channel-224) is being deprecated. The Juno Community Pool currently holds 11,515.791275 Noble USDC. If nothing is done, these funds risk becoming stranded once the Noble route stops working.

This proposal transfers the full amount from the Community Pool to juno14juhdqftm8zd9n9pv4shjf92jzrm8ey4422jky (Dimi), who will:

  1. Bridge the Noble USDC back to Noble and convert it into a USD stablecoin on Injective.
  2. Send the resulting stablecoin back to the Juno Community Pool via IBC (MsgFundCommunityPool). No funds are kept by the recipient.
