Prop 26: Dora Vota Mainnet v1.0.1 Software Upgrade (Expedited)

This expedited proposal upgrades Dora Vota mainnet (vota-ash) from v1.0.0 to v1.0.1 at height 18052800. The upgrade fixes IBC transfer signature compatibility for wallets using standard Amino signing, including Keplr, by omitting use_aliasing when its value is false. Direct signing remains unchanged. The upgrade height is estimated to occur approximately ten hours after the 23-hour expedited voting period ends, based on the anticipated time at which the full minimum deposit is provided. The approved block height is binding; wall-clock estimates may change with block production and a delayed deposit does not automatically postpone the upgrade height. Validators should stage the verified v1.0.1 binary at cosmovisor/upgrades/v1.0.1/bin/dorad before voting closes and switch at the approved height.
