This proposal raises the emergency proposal tally interval from 5 minutes to 12 hours, now that the IBC client recovery after the restart is complete. Emergency proposal: tallied every 5 minutes.
2. Proposal Details
The restart upgrade on 2026-11-02 set the emergency tally interval to 5 minutes and added one emergency submitter, so the IBC clients that expired during the halt could be recovered quickly. That recovery was completed by Proposal 95.
